Residential energy labeling policies and programs offer undeniable potential in terms of energy savings and cost benefits. Often these activities are best suited to transform the home energy market when paired with innovative financing mechanisms such as incentives, low-interest loans, credit enhancements, and emerging structures such as residential Property Assessed Clean Energy. The NASEO Buildings and Financing Committees will host a joint session to discuss ongoing efforts, progress that has been made, and future plans to integrate and advance these efforts.

The Bright Future We Imagined is Arriving – 30 Years of State Energy Policy and Program Progress (Grand Ballroom, 17th Floor)
This year’s NASEO Annual Meeting celebrates our 30th anniversary of working with states to share best practices in advancing practical energy policies and programs. Evidence abounds of dramatic change in every aspect of energy production, distribution, and end-use that has occurred since NASEO’s founding. In that time, we have gone from a crippling oil embargo, limited natural gas supplies, and light bulbs that Thomas Edison designed, to fuel abundance, cleaner power, and more efficiency options than most imagined. The United States is now reported to have more economically recoverable crude oil than any other nation in the world, natural gas is amazingly abundant and affordable, terrestrial wind energy prices in wind-reach states are cheaper than most conventional power, roof-top solar installations are skyrocketing, more than thirty zero energy school buildings are being planned across the country, consumer enabled energy efficiency options are exploding as new technologies combine with cloud-based data analytics, and dozens of electric vehicle models are available from nearly every auto manufacturer in the world. What a difference 30 years makes when the states, industry, and our federal partners work together! This session takes a look backward and forward as NASEO turns 30.

State Utility Regulators Embrace the Challenges of Grid Modernization, Distributed Resources and New Utility Business Models (Grand Ballroom, 17th Floor)
Increasingly, state utility regulators are called upon to address the challenges related to the changing nature of electric utilities from new technologies for operation of the grid, distributive customer-based energy resources, web-based usage and control technologies, and new utility business models. These new responsibilities will create opportunities for State Energy Offices to engage with their states' public utility commissions (PUCs) in crafting policies to ensure reliable and affordable electric service while encouraging the development and deployment of modern grid technologies, usage controls and devices and distributed resources. This session will discuss how NASEO's cooperation with the National Association of Regulatory Utility Commissioners at the national level can guide relationships with the PUCs.

Session One: Energy and Multi-Pollutant Prevention: Meeting Environmental Requirements and Overcoming Barriers to Economic Development (Salon 2 Room, 17th Floor)
Energy and air quality linkages pose planning and policy challenges for states, which have to address energy affordability, reliability, and environmental impacts while complying with existing and prospective air quality regulations. Clean Air Act requirements tend to address air quality issues on a pollutant-by-pollutant basis. Yet, multi-pollutant prevention and abatement approaches can yield more economically and environmentally beneficial results. Various states are employing energy efficiency, demand management, and judicious application of equipment electrification, such as for port facilities, to yield significant environmental, health, and economic benefits. This session examines how some states are exploring multi-pollutant compliance options in support of economic and energy policy goals.

Session Two: Vehicles-to-Buildings-to-Grid Integration: A Policy and Technology Opportunity for Infrastructure Modernization and Resilience (Renaissance Salon, 17th Floor)
Over the next two decades, the nation’s electric load is projected to shift dramatically toward the building and transportation sectors. Analytics and technologies are enabling greater synchronicity with the grid by ensuring our homes, offices, and facilities can be self-configuring, self-commissioning, self-learning, self-diagnosing, and self-transacting. Beyond those walls, the electrification of transportation and transit is placing even greater attention on how buildings, vehicles, and the grid interconnect and interact. The U.S. Environmental Protection Agency’s (EPA) Climate Protection Partnerships include energy efficiency and renewable programs such as ENERGY STAR, the Green Power Partnership, Combined Heat and Power Partnership, and the State and Local Climate and Energy Program, to name a few. Through investments in energy-efficient, clean alternative technologies and practices, EPA’s Climate Protection Partnership programs are tackling the challenges of addressing climate change while improving our health, saving consumers money, and strengthening our economy. Time and Locational Value of Distributed Energy Resources – Methods and Applications (Grand Ballroom, 17th Floor)
Where distributed energy resources (e.g., solar and wind power) are installed and when it is used can influence how grid-edge power production technologies will impact a utility’s distribution, and eventually, bulk power systems. During this session, panelists will present on a project that used the Electric Power Research Institute’s Integrated Grid Benefit-Cost Framework, real-life data, and a power flow modeling system to quantify and monetize the potential spatial and temporal impacts of adding DER on distribution systems in New York and California.

Options and Innovations with Zero Emission, Base Load Power Generation, An Underutilized Energy Resource (Grand Ballroom, 17th Floor)
Recent research has revealed an existing but underutilized power generation resource in a carbon constrained world: hydropower. With rising concerns about emissions from fossil fuel sources and continued need for base load generation hydropower can become an attractive component of a diverse energy generation system. This session will cover recent advances which enable deployment of this power generation technology to become a factor in a diverse energy generation profile for a state. The panelists will discuss the actions that states can take to promote this clean energy resource.

Oil dependence exacts a tremendous toll on American economic and national security—a challenge that can only truly be solved by diversifying the transportation sector away from oil. While significant strides have been made in recent years to improve U.S. energy security, progress must continue, and states are in a position to lead. During this session, General James T. Conway, 34th Commandant of the Marine Corps and Co-Chair of the Energy Security Leadership Council, will discuss how alternative fuels and efficiency measures can enhance energy security, and will explore ways that states and the federal government can work with the private sector to support alternatives.

Alternative Fuel Spotlight: Propane Advancing Communities
Propane autogas technology offers communities multiple important outcomes, including air quality improvements, noise pollution reductions, fuel price stability, and resiliency. These benefits become all the more crucial in schools, where propane investments can help improve students’ health and reduce operational costs for cash-strapped districts. This session will highlight an innovative grant program from the Indiana Office of Energy Development, which worked with private partners and school districts to support the purchase of 49 propane school buses. It will also cover strategies that other State Energy Offices can use to promote the deployment of this important alternative fuel.

All Hands on Deck – A Ship-Board, Atlantic Ocean Session and Tour of the First U.S. Offshore Wind Farm
The launch of new U.S. Department of Energy offshore wind energy demonstrations and the opening of Rhode Island’s Block Island Wind Farm may usher in a new era of clean power for coastal areas across the country. In 2013, Deepwater Wind won the auction to develop the nation’s first offshore wind farm, which is slated to open shortly after NASEO’s Annual Meeting and which will be a 30 megawatt, 5 turbine off-shore system designed to supply most of the island’s power needs. In partnership with the Rhode Island Office of Energy Resources and Deepwater Wind, NASEO is taking this special session aboard ship to hear a few presentations by various project partners en route to this “groundbreaking” new wind energy site.
